Trench dug down Westfield raises planning concern

On 22nd September 2016 a two acre field off Westfield Lane, Curry Rivel was sold at auction. This week a trench has been dug from the main road (A378) down to the field and a mains water pipe installed in a trench. The lane has been completely flattened and widened with an excavator and the drainage ditch has been filled in. The field entrance has been widened by the cutting down of trees and hedgerow. There is no planning permission on this field. I ask myself, what's happening next?
